I found a way to get a save with all levels at least. Go to: C:\Users\[YOUR USER]\AppData\Roaming\THQNordic\Desperados and past the content of the save game folder from the link below. Replace any files if necessary.

I just finished the game, and all i wanted was to play around with the CPU using cheats. Too bad for me. Hope someone finds out how to enable console.

If you stuck on this mission:

beat all enemys in the south with kates charm and kick (go backwards while enemy has pink focus on you), save often!, after you cross highest river just use Kates charm on the patrols, then use docs poison on chubby coward guy. Bring bound bodys in shadow near(you can see it on the map). Now enemys near tower... i used kate and cooper. Behind them in shadow. Bring cooper very close in the bushes that his knife makes enough damage when throwed. Now use the watch button, select second guy on the right of this two. Now select kate and her kick attack and press her kick on first enemy. Now use coopers prepared watch attack.Now take the bodys away VERY quick. Maybe it works not on first try. Take the other guys down with kates charm and kick (maybe with help of cooper. Now go to the hidden area in the northwest. Select cooper to cut the rope of the enclosure so you can take the horses. Pick up one saddle and take a horse. Before you leave on the horse select another horse so you leave with two in the hidden area. Do this with all horses. Always watch with "alt" the area the enemy can spot you. The Pink guy is most important to watch. After you know when there is a good moment cut the soldier free with coopers knife, knock him out and bring him in the hidden area. The whole team should hide because soon there will be alarm in the whole camp. Congratulationn, its done!

If someone reaaaaaaally wants to cheat it i could try and make a cheat table (trainer) for cheat engine, tho u could cheat it by yourself with that program. Tip: HP is 4Bytes, the max HP is 100.
