Are you playing in Windows 10 ?
At what resolution is your screen ?

For me: I'm playing in Windows 10 at 1920x1080
ALT + ENTER swaps between full screen and windows mode.
This is the "modernized version" (or at least should be on steam)
and there is no menu where you can select the resolution of the game,
but you can set the ratio "16:10 / 16:9 / 4:3", and some other effects.
I am playing on windows 10 in 16;9 and tried 16;10. Resolution is 1366*768.
I will look for solutions on the site you advise.

(1366*768 made me wonder that)
There appears to be an issue with non-borderless.

OK,Here's the fix. I got it from the readme.txt file inside the installation folder.
Select "Properties" from the right-click menu of the game from your STEAM LIBRARY( read it again STEAM LIBRARY, not the installation folder) , and then "Set Launch Options".
You have to enter "FORCEBORDERLESS" into the box and click OK.
Now enjoy playing without that annoying top border!!!!!
