Hi, thanks for your response. I have already checked the thread you've suggested and nothing suggested has seemed to have worked (unless I'm doing something wrong?)
I've got a thread up on the "Help and Tips" section of Steam, which has received no response as of yet.
EDIT: I did some digging and I got an NET service pack that worked. Now my game seems to be working on my everyday computer. Just need to get it up and running on my gaming computer and I should be good to go.
So since the DirectX implemented in Windows 10 lacks the support of older versions for older games, my first gues would be that after installing Windows 10 the Update that adds this support wasn't installed yet.

If you doubleclick at the downloaded file you have to choose a folder to extract the update into. Afterwards you have to go to this folder and doubleclick at the file dxsetup.exe to start the installation of the update.
The update identifies itself as DirectX 9.0c update. You don't have to fear that it downgrades your current DirectX installation (10, 11, 12). The update checks for more current files and leaves them untouched. But it installs libraries needed by games created for DirectX 9. These libraries simply coexist with libraries of more current DirectX versions.
If you already did this and still get the same error message maybe the video driver needs to be updated. If you get a different error message now, please tell us about the new message (or post another screenshot).
