Unable to gift VIP passes.

I'm not sure if I'm doing something wrong or if there is a glitch. I have three passes and I don't see an option to gift one to a friend.

You have to interact with them.

You can gift a VIP Pass in three different ways:
1) as cmcsavage has already told you, get close to the one you want, press E (or click on Interact) and select "Gift a VIP Pass" (remember the one who should receive it has to be your friend!);
2) reach one of the Chips Stations and select the VIP Pass option: you'll see your friend list, so you only have to choose which one should receive it (you can also select more than one person, if you have more Passes) and confirm;
3) access the Chips Shop from the Info point or from the Menu, then follow the 2) step.
