One warehouse can support many houses, people with carts are more for show or to deliver the first batch of resources. When the resource in the house is full, it is automatically replenished.
Simply put.
There is a house of the plebeian of the 4th level. It requires 7 different resources. Here the cart must come 7 times and replenish the resource. Then it is automatically replenished if there is enough of it in the warehouse.
If there is no resource in the warehouse, then it runs out in the house and the cart must bring it again.
