People Leaving City Question

So I have been getting an alert that people are leaving the city due to housing and/or lack of jobs...however I have over 20 jobs available currently and have just under 100 Plebeian and 30 Patrician housing spots available. Is there something I am overlooking that could be the cause related to lack of housing or jobs?

Those event seems unrelated to the city status. For example the patrician leaving for lacking housing pop up in a city with more than 5k empty patrician places. I think its a event that pops up every X minutes in real time, beacuse they even pop up when the ingame time is paused.

I have the same bug, I think maybe could be because a house devolved and the capacity was reduced, so the people in that house have to leave because they don't have a place anymore. Instead of relocating to a house with empty beds they leave the city. This is my theory.

I might be wrong, but I think the people leaving because of lack of housing are only people who could potentially live in your city, since the once already there obviously have a house already.
