Can't select the bolt cutters, anyone else having this issue?

One of the very first missions, during the tutorial areas, when you have to grab the bolt cutters and bomb a ccp van. I cant select the cutters in the tab menu but i can select the marker and stickers. Is this something anyone else is experiencing or heard of?

it's not in that menu. from my experience, you just go up to the chains and interact with them after having the cutters in your possession and they'll get cut automatically after pressing/holding 'e'.
...but i guess you've figured that out by now.

funnily enough I actually haven't, I presumed the game was bugged and just left it. I do remember going up to the chains and not seeing anything but I'll give it another go, thanks.

dont worry i know we cant pick them up but if you go where u need to cut something it will be in your hands like magic and u can cut ;)

you have to tag van like 15 times with different types of graffitis then you can cut the chain
