Why sometimes it doesnt work and he just try to hit them normally?

It's like, wtf.. I have to knock out those agents quickly (because fighting with them take too much time and the mission is time limited), and he can knock them out quickly or just punch them. Its so ♥♥♥♥♥♥♥ randomly. This is not how games should be made because, wtf it's making me angry because i am doing everything right and i just can't finish this ♥♥♥♥♥♥♥ mission because of ♥♥♥♥♥♥♥ randomeness.
