Malkavian quest?

I'm using the clan quest mod (no, I didn't get it to work via Steam...I installed the game from the CDs, and then the mod), and playing as Malkavian.
I can't seem to find this "Pat Brilla" that the gargoyle downtown told me of. It said the city of stars, so I can't see any other possibilities than Hollywood, but where's Pat Brilla?

Also, I've heard that there's a traffic light that speaks to the Malkavian. Where is that?

I don't know about the clan quest but the stop sign for me was in Downtown. It's random and only happened me once also the tv reporter starts talking to you so leave the TV on in your heaven.

I found him! He's actually the patio furniture behind the club in Hollywood .
