Console Command wont re-open..

I am stuck trying to frenzy my character due to the sticking glitch during a quest. I made it so the console command screen will open when I open the game but when I close the command screen (using ~). It will not re open when I am actuly in the game if I re-press it. Can anyone help?

Add the following line

bind "`" "toggleconsole"

to the file (assumes 64-bit Windows and default Steam folder)

C:\Program Files (x86)\Steam\steamapps\common\Vampire The Masquerade - Bloodlines\Vampire\cfg\config.cfg
