So is the Tzimisce supposed to be Impossible to beat?
During the second fight, is the Tzimisce supposed to be unbeatably stupid difficult?

Not if you have the right combat stats and weapons. Being a vampire, blasting him with the flamethrower is very effective. Otherwise things like Protean's claws or just being a melee or brawl beatstick help a lot. I've never tried relying on guns to beat him.

He kills me in 4 to 5 hits, I'm a nosferatu, and my Stamina is 4, my strength is 2, my brawl is 2, and my dodge is 3.

My fire-arms skill is at 4, but he's so quick, I can't even turn around and slow down to aim or he'll wreck my ♥♥♥♥. If I try to melee him, he ALWAYS manages to counter-hit me, somehow, and if I try to block, I still take almost full damage from him. I had a flamethrower with full ammo, but wasn't counting on fighting him again and used it on most of the semi-bat Sabbat and the glowing ones, and I don't even know wtf Protean's claws are.

How screwed am I?

Load up an older save and avoid using the flamethrower on the mobs. Or if you have any XP, dump it into Strength and/or Brawl. I believe Nosferatu get Potence as a Discipline, don't they? I've never played one so besides Obfuscate I'm not sure what they get.

Another issue may be that your defense is too low. Pump what you can into Wits and other defense related stats.

Finally, defense is really important here. Learn his pattern and exploit it (he jumps out, swings for you, is vulnerable, then uses an attack to push you away if you´re still wailing on him).

Basically: Wait for him to come out, dodge his attack, strike a couple times at full strength, then pull back before he uses his crowd control attack. Rinse, repeat.

Stock up on bloodpacks if you have any cash, and dont forget to use them ...some people forget all about the packs! pick a hotkey away from your battle keys so you dont accidentally burn them all up also lol I stayed in constant motion when i fought him mainly trying to keep his buddies off me.

Also since you should've done Pisha's quests by then, don't forget you can use the Odious Chalice(it should be full by the time you get to Andrei) as an emergency mega heal and blood refill.

I'm currently fighting the Sherriff right now who is a total BS ♥♥♥♥♥♥♥, and literally impossible to beat (his stupid bats hurt me when his spells and swords dont) and then I get shot at after he transforms into a bat and drags me outside. ♥♥♥♥ this game, I'm using cheats.

Yeah really...you missed a totally worth it side quest that starts in Downtown. Did you do most of the side quests in the game? If you skipped them, you're probably screwed man. You need the XP they provide.

I realized I missed a good deal of side-quests after I met with Nines at the Griffith observatory, so I reloaded a save and did around 3 or 4 that I missed, got around 7 or 8 EXP points.

It didn't help that I invested most of my points into Stamina and Charisma.

Yeah... You might be ♥♥♥♥♥♥. Try playing again and exploring the whole world, talking with everybody you can. There are a lot of missions that have a clock on them. Once certain main plot points happen there are side quests you can´t do.

It lasted 3 seconds with the flamethrower. Also stamina sucks go for defense! And yeah if you do enough sub quests you can be at 10 defense by the time your meet Andrei.

Yes, I was, and I was trying to make a non-lethal build that could be persuasive.
