Fu Syndicate Van Helsing Room

I am not sure if this issue is realted to the clan, skills, or abilities of the vampire, but when I get to the Van helsing room in the Fu Syndicate building I can not climb up the stairs as there are cement blocks in the way. Everything I have seen and read has suggested to get up those stairs. Any help would be appreciated.

What room are you talking about? A little more description would be helpful since I've never personally referred to any room in the Fu Syndicate building as "the Van Helsing room."

I did not know what to suggest other than noclipping via console command, as I skipped this bit in my last playthrough using the CQ mod alternative solution.
