Thaumaturgy 3, Blood Shield

So, is this power supposed to turn off or anything like that? Every time I've used it it never seems to go away so I never know if it has been broken or not. I just did the fight against Brother Kanker and turned it on as the fight began. Got hit a couple of times and the power's icon went from the green "in use" color to the red/orange "useable" color so I recast it.

I won the fight and then went back to the city surface and immediately got a Masquerade Violation because a bum saw me all bloody. I even checked Blood Shield and saw I could cast it again if I wanted to. Is this a bug or does Blood Shield just never go away unless I do some extreme rezoning like going to a different hub? Sorry if this is a stupid question, but it's my first Tremere playthrough. I had this same thing happen when I did the warehouse bomb quest. Used Blood Shield once and the blood visual effect never went away no matter how many times I got shot or hit by the thugs there.
