Sale prices?
Since I've joined steam the game has only gone on sale for as low as 50%. It's a pretty good deal but I'm a bit short on cash and have read of it being on sale for as low as 75%. Does it actually go down that low? If so is there any chance of it in the near future? Is there any way to check previous prices?

Well, you might get a better bargain on GOG.com sometimes if you are open minded. Also, depending on your region of course. Prices may vary. Right now it's -20% but it can easily be cheaper depending on your region.

It was 75% off when I bought it a few years ago, 2017 I think. Don't know why they would lower the discount %

I think it never went below 50% since Bloodlines 2 has been announced...

It used to go 75% off multiple times a year. Halloween sale, usually some kind of spring sale, and then sometimes during the summer sale. Otherwise Christmas time etc was always 25-50% off depending on the event/holiday in question. Honestly, if it being $10 USD compared to $5 USD is a bank breaker for you due to tight funds, I wouldn't be buying games.

I'm trying to get the most bang for my single gift card. lol but good advice.

GOG doesn't allow gift cards thus far to my knowledge.

Typical Steam Sale BS because they try to make a few more bucks. Well I will not buy Games on Sale if its not on par with the lowest recorded price and I wish more people would do that.
https://steamdb.info/ (https://steamdb.info/app/2600/) shows that February 2019 was the last 75% Sale. Why not just put it always on a 75% Sale when on Sale? Really annoying but I guess they don't need my money at the moment.
Also no Achievements and really old but seems like a very good game with the unofficial Patch. Makes not a lot of sense to me for Steam to annoy people like me with these Sales.

Publishers/developers are the ones who set the prices and the discounts but yes it's very annoying

I know that but I think Steam suggests a price and since they benefit from higher prices I guess they encourage it. But I might be wrong here...

Steam doesn't suggest anything, just like Epic or Humble Bundle don't suggest anything. Even your local grocery store doesn't suggest anything sale wise. The producer of the product will permit a sale and tell them the lowest allowed price the sale can be. In some cases, I can't speak for digital game purchases but I know my grocery store had this arrangement when I worked there, the company allowing the sale or use of coupons would even reimburse the store for lost profits as they were making more money cus folks bought the sale product.
