Downtown - Necromantic Quest Possibly Bugged?

I went to the abandoned hospital, bumped into Milligan and made my way down to Pisha who informed me to convince Milligan to return. I snagged his business card, saved before entering the Skyline Apartments.

Now, I read that I am supposed to find a Photo in the bedroom on the desk and have the option to convince Milligan it was all a joke. There is no Photo anywhere in the apartment and when I speak to him, I only have the option to kill him myself or tell him to run.

I almost have full humanity, three points in Appearance and three points in Subterfuge, so that means extremely high Seduction as far as I know.

Is this a quest where you need Persuasion or some other form of manipulation to get the appropriate dialogue option? Also, where is the Photo? It's not in the bedroom, or like I said, anywhere in the apartment. I spent 30 minutes reloading and looking around.

I believe to tell him it's a joke you need Persuasion, yes. So likely you need to increase that. As for the photo, it should be on his desk right next to his computer. If it's not there you might have a bug since that photo is useful later on for Gary's poster side quest.
