Or... What's your GPU? Is it a laptop with some integrated/dedicated hybrid graphics?
If so, maybe the game is not using the correct one.
I heard some intel integrated chips could have weird effects on the game as well. Do you have an Intel integrated GPU?
Are your drivers up to date?
Cause i heard intel GPUs can cause some issues like that.

Why can't you download those files? Do you have an antivirus maybe?
And are you sure they downloaded fully?
If they did, they should have an .exe extension. If they don't, it's a partial file.

The right side, under profile. Click "Download 714.2K" It'll open 2 more options, for 11.4 and 11.5 version. Maybe those will work. They still take you to the main page with the big download button, but idk, try it.

They're still the same .exe files so, if your antivirus was deleting them, quarantining them or otherwise corrupting the download, the same will happen here. If your antivirus is the culprit, you need to deal with that first.
Yeah, most likely your antivirus then. Weird, usually the file doesn't get downloaded at all, or maybe it's corrupted in case your AV tries to move it before it's finished downloading.
Which one are you using? Usually Windows defender is enough, and whichever it is, there should be a way to disable it temporarily.
