He's just opposed to the Camarilla. It's not about who has money. Everyone has money, that's not the issue for him, it's about how he thinks power should be distributed. Even the player character can get tons of money during the game, and probably even after that with ease. They're vampires, they're not really bound by human laws, they can sell drugs to people for all anyone cares and get rich on what humans would consider "shady". And indeed everyone in the vampire world is shady. So money is not a problem for them, nor do they really need it - its just a tool to them like anything else. Money is not a status symbol in the Vampire world like it is for humans.
Camarilla like Anarchs say, is like a pyramid scheme, one really old vampire has vampires working for them, and each of those vampires have their own vampires working for them and so on, and so on and no one really knows who's on top or how far the chain goes. Ninies just hates them, and LaCroix because he was sired during the depression so he associates the Camarilla with rich people - they remind him of that. Damsel is a communist college girl - she probably just discovered marxism or something like that and was full of that idealism when she got embraced and Camarilla is everything she hates, a centralised power instead of one spread across many.
Anarchs don't really care about that kind of stuff. Isaac is just the most powerful vampire where he is and is a stand out guy in Hollywood so other vampires flock around him. He also probably has god knows how many strings he can pull over others so, he kinda rules the place like that, but not really, he doesn't really care about "ruling" in itself i think. More like, he's there to prevent chaos - so as long as everyone is behaving in "his" city, everything's fine. If you get out of line he can be really dangerous (as you can see if you piss him off when talking to him). So he's just a guy no one really wants to mess with.
LaCroix and other princes are in it for the power and nothing else. They enjoy ruling and being above others. That's why most of them are Ventrue. They "feed" on that stuff.
That said... It is a bit hypocritical of him to be THAT critical of the Camarilla while he's in a simmilar position, but in the end, he's a Toreador. They're more concerned about art than anything else in the world and he probably couldn't care less about ruling anyone. He just keeps the chaos down so he can indulge in his own craft.
