Report a translation problem
• make sure the game is using your dedicated graphics card (Nvidia/AMD). A lot of laptops don’t have one and if your PC happens to have an integrated/Intel card, you’ll need to use a program called “3D-Analyze” instead (http://www.3dfxzone.it/dir/tools/3d_analyze/download/ - click on “3D-Analyze 2.36” ). I personally haven’t used it myself, but a tutorial is available via. this link: http://www.3dfxzone.it/dir/articles/3d_analyze_user_guide/
• simply copy the contents of the “Bin” subfolder (found in C:\Program Files (x86)\Steam\SteamApps\common\Vampire The Masquerade - Bloodlines\) , and paste it into the game’s main folder (C:\Program Files (x86)\Steam\SteamApps\common\Vampire The Masquerade - Bloodlines\), your “Vampire” subfolder (found in C:\Program Files (x86)\Steam\SteamApps\common\Vampire The Masquerade - Bloodlines\) AND, if applicable, the “Unofficial Patch” subfolder (found in C:\Program Files (x86)\Steam\SteamApps\common\Vampire The Masquerade - Bloodlines\).
•Adjust the game's launch options by doing the following:
- right-click on “Vampire: The Masquerade – Bloodlines” in your Steam library
- select Properties
- on the General tab, click "SET LAUNCH OPTIONS..."
- type in (with no space beforehand):-window
- IF you've got the Unofficial Patch installed, type this instead:-game Unofficial_Patch -window
- then click "OK”
• go the “Bin” subfolder (found in C:\Program Files (x86)\Steam\SteamApps\common\Vampire The Masquerade - Bloodlines\) and delete the “vampire_python21.dll” file. Then rename the “vampire_python21.dll.12” file to “vampire_python21.dll”.

Does she need 3rd and 4th step? I mean are those separate solutions?
Cos maybe she doesn't need to play windowed mode if 1st/2nd steps are enough.
If those are separate solutions then she may want to try:
undo 3rd -> "-game Unofficial_Patch -fullscreen" to try if fullscreen mode works
undo 4th -> redownload 'vampire_python21.dll', copy it to all required folders and see it the game works

I just want to take the time to thank you for your help on several hubs and forums (I see you post great stuff from time to time).
As for what you've asked: they are separate solutions, yes. They come from the "Fixing V-TM:B" Steam guide that I've been a contributor of for some time now ( http://steamcommunity.com/sharedfiles/filedetails/?id=113161476 ) and I've tried compiling almost all the solutions to every possible issue I can think of for this title (most of which are found in the "Other Issues part 1" and "Other Issues part 2" section of this guide.
The first 3 dot points actually relate to the following issue "My game crashes on launch and/or I receive an error message:" and the 4th one relates to this issue "I still get a “the binkw32.dll file is incorrectly installed in the windows or windows system directory.VCR ERROR unable to load engine.dll” error after launching the game:". The 4th one is what usually fixes it but I thought it couldn't harm to try the first 3 as they fix general launch crashes.
I'm not sure what you mean by replacing the 3rd and the 4th with what you've wrote (explain like I'm a dummy please haha). The fullscreen trick solution you suggested may be helpful but I haven't seen anyone recommend it personally nor do I know if it works.
The additional steps you listed are helpful but have more to do with sweetfx and a boost to the graphics + audio. The 3rd thing you listed (sound patch) is helpful and found in the "Other Issues part 2" section of that Steam guide I linked above. It helps people with echo-y/low quality sound in the game and I actually noticed the solution on PCGamingWiki.
1. Check if solution 1 helps. If not -> go 2.
2. Check if solution 2 helps. If not -> go 3.
3. Check if solution 4 helps. If not -> go 4.
4. Check if windowed mode helps (as the last solution).
So if 1 or/and 2 fix the problem then you want to play the game in fullscreen. And if you launch the game with "-game Unofficial_Patch -window" then the game switches itself to windowed mode and if you want to go back to full screen you need launch it with "-game Unofficial_Patch -fullscreen" cos removing "-window" from "-game Unofficial_Patch -window" won't switch it back to fullscreen.
Same with vampire_python21.dll - if 1 or/and 2 fix the problem then you rather want to use default (newest) version of vampire_python21.dll.
