The Unofficial Patch that Spazzmoe linked above is great but it likely won't solve your problem (usually Windows 10 users get this issue where the game refuses to launch at all).
So you can install the Unofficial Patch... but it'd be best if you could answer these questions first:
> what exactly happens when you try to launch the game - do you get an error message, does the screen do anything weird, etc.?
> what is your GPU (graphics card)?
> have you installed ANY mods including the Unofficial Patch before Spazzmoe suggested it?
> have you mucked around/touched any of the files inside the game's main folder ( ... /steam/steamapps/common/Vampire The Masquerade - Bloodlines/)?

It doesn't sound like he can get into the game at all.

The thing that happens when I try to launch the game is nothing. The game list on the lest side of the screen (when I am in my library trying to start the game) says: Vampire the masqurade: Bloodlines :Running: and then it just goes back to saying only the title of the game. No warning or anything pops up and nothing else changes on the computer.
My GPU is intel(r) hd graphics 4000
And I haven't installed any mods or mucked around/touched any of the files inside the game's main folder.
I bought it, installed it and as I tried to launch it what I described above happened...

You're very welcome.
Unfortunately I've found your problem which I've edited in my quote of your post: the intel GPU. The Unofficial Patch is great but it won't allow your game to boot up or play with that GPU sadly.
The best advice I can give you comes straight from my guide:
• make sure the game is using your dedicated graphics card (Nvidia/AMD). A lot of laptops don’t have one and if your PC happens to have an integrated/Intel card, you’ll need to use a program called “3D-Analyze” instead (http://www.3dfxzone.it/dir/tools/3d_analyze/download/ - click on “3D-Analyze 2.36” ). I personally haven’t used it myself, but a tutorial is available via. this link: http://www.3dfxzone.it/dir/articles/3d_analyze_user_guide/
P.S. Every game and/or game engine's different. Some will play nicely with an Intel GPU, others won't.

This is the behavior I experienced when running the game for the first time in Windows 10, prior to installing the Unofficial Patch. The patch restored the opening animations and made widescreen graphics modes available in the game's Video Options menu such as 1920x1080.

only reason why they could finish the game at all was condition under which they could use engine xDDDD
so Activision being geniuses they are decided to force release very same day as half life 2
world gaming has a lot to be grateful to activision
and as such fantastic publishers they never care about any possible fix for the issue
but i can understand when you never make any mistakes you never have issues xD
