How to make XP edits?

Hello. Does anybody know how to make edits to XP costs? I'm playing VTMB with a couple of changes made by the Camarilla Edition mod. I'd like to increase the XP cost per dot of the Intelligence attribute. I think its relevant to the traiteffects000.txt file in vdata but can't make heads or tail of it. Any help would be appreciated. Thank you.

You would need the following to all clans:
