Can you confirm that any "major" mods/patches that you are using are indeed working? If so, which ones? (Unofficial Patch, Clan quest, Camarilla Editon, Final Nights, Antiribu Mod)
Which mods are you unable to get working? (links)

When the first 2 F.Malk skins no-go, I tried some other ones and they didnt work. I followed the ins to the tee, none worked, except the pink glitch skin.
When correctly installed, the Patch must be launched from the patch desktop shortcut, or through modified Steam launch options: -game Unofficial_patch
Steam library
Right click on game
Properties
Set launch options
paste: -game Unofficial_patch
There are a few mods out there that have misspelled folders; some of us only move the necessary mod files into our game folders, we don't just blindly drag a bunch of mod folders over.
If you continue to have trouble with one of these mods I'll test it for you, but see if you can pull it off yourself first.
-9.8 patch is working fine.
-Turned off high audio & vid settings.
-still in 1240 x.... maybe I should switch to 800x...
-copied dlls from bin to main
-no saves in power usage or ladder
(vampire caused an Access Violation (0xc0000005)
in module vgui2.dll at 0023:03aa2e9f.
Write to location 2f5569d4 caused an access violation.)
-could a mod cause this?
"access violation" is usually a permission issue isnt it?

There are two other commands, one for fists if you don't have those, and something else. I'll see if I can find a post with all three.
Why did you have to copy the .dlls? There was a "new game" crash for a while, due to windows dropping old DRM support, but that should have been fixed a few Patch versions back.
All three posted by Wesp5:

Console might be enabled by default. Recommended to back out of the game to the menu before using console, If it locks up, enter: chareditor
I have tried everything I can think of. It just doesn't work
I have posted such questions in moddb to Burgermeister and no replies. The patch updater for CQM lacks install instructions. It says its supposed to work with the 9.8 patch. Ok.... how do I do it? lol
I understand everyone has a life outside of gaming, so do I. I'm patient! :)
The mod loader allows multiple mod loader compatible versions of mods/patchs to be installed simultaneously, but they still may not be combined together to get the features of one or more into a single playthrough.
This is why each mod loader compatible mod should create it's own folder in the Bloodlines directory.
In other words, you "can't". It's technically possible for the mod authors to update their mods, but once they start working on the next version of their mod, it is essentially stuck at that version of the patch on which it is built.
The major mods are built on older versions of the U.P., and contain all necessary files from that version.
