So you have to plan ahead. They're there for min maxing a character.
For instance, you didn't have to surpass the level which the book gives you, you could have spent those points on something else, then used the book to gain a point in what the book teaches. That would have given you more overall points in skills.
So yes, they're super useful, but only if you plan for them.
General advice is to never level lockpicking and hacking beyond what you can get with bloodbuff, and have some spare XP unused. When you lockpick, always use bloodbuff, then if it fails, spend points into it. Same with hacking. If it fails, spend points.
That way you'll be low enough requirements for the books when you find them.
Or just google what they are and plan ahead not to overlevel the skills until you got the book. Cause you never need a higher level skill than the book gives before you find the book.
But at that point, just open a console and cheat, it's not like you're doing anything different by using the book glitch. If you're gonna cheat, either use the histories glitch, or open a console and give yourself XP to spend.
