blocked off entrances to different parts of the city
The tunnels are supposed to open up my friend says? But I'm stuck in santa monica at the regents riddle

progress with the main story? you get a taxi who brings you to new areas or perhaps your a nosferatu?

You solve the Regents Riddle after you leave Santa Monica and meet with the Prince.

The big tunnels on the street are just for looks, they don't go anywhere. You don't finish the regent's riddle until you finish the main storyline quest in Santa Monica. Then there'll be a taxi near the Asylum. The taxi is how you move between city hubs.
