Report a translation problem
1) You can get an inferior katana (shin gunto) in Santa Monica early game.
2) You get the Tremere safehouse after you complete the Plaguebringer quest line, and destroy/pacify the gargoyle without letting Abrams know about Strauss' involvement. You get the apartment as a reward for your loyalty and discretion.
3) You can use blood packs inside your inventory - time stops. You have all the time in the world to use them.
If you did all the quests up to this point then you have the Odious Chalice from Pisha, correct? Each enemy you kill adds one blood point to it, so with enough time and combat prowess you have an infinite blood source. Use this to fuel your blood magic as a Tremere. Firearms and melee are backup options.
There is a table in one of the corners with what looks to be a side of beef lying on it, when dialogue ends run to the table and hop up on it and go into stealth. Now just wait there on the table till Andrei comes in range and Blood Strike him, shoot him as well if you feel so inclined.
Or if that doesn't appeal then ignore the minions and just make sure to keep moving and dancing so they mostly miss you. Focus solely on Andrei, having Bloodbuff up when attacking, and staying alive. Mostly stay near and circling the center of the room when you don't know where Andrei is/will be as the objects there impede the minions and it will put you in a better position if he does switch to completely opposite side of room.
If neither of those appeal then when dialogue ends move to the closest tunnel where his minions spawn and stand just beside it (on the side furthest from the stairs) with your back to the wall. Just stand and wait till Andrei teleports right in front of you then step out and attack then return to standing with back to wall till he returns. Don't ever go beyond the distance needed to attack Andrei. His minions attacks will be hindered by poles and other objects in the room so you can exploit that but same as with Andrei don't chase them or go very far from your posted position.
