Is the Cab Driver Caine?

I am slightly confused.

It's never specifically stated, but it's heavily hinted at.
He's definitely a vampire though, if you use Auspex near him, you'll see a vampire aura.

It's never said in game who he is, or even what he is. You can see he's a vampire only if you use Auspex. Beyond that, nothing is known about the driver. He's obviously someone of note since he and Jack orchestrated this whole plot, but it's anyone's guess beyond that.
There's an outside game hint. The sound files (i think the sound files) for him are named "caine"... So maybe the devs are hinting that he's Cain. Who knows.
