More Fun with Pestilence Glitched

I tried doing research on how to fix this, and found one or two people with the same problem but no solutions.

In Fun With PestilenceI talked to a homeless woman, who directed me to visit Tin Can Bill. However, I decided to save that for later and killed Jezebel instead. Now, More Fun With Pestilence tells me to check with bums around town for intel, but I've already talked to the homeless woman and it won't let me talk to any of them again. I don't know how to progress the quest.

Is there a fix of any kind, or a console command? I lost a few hours by forgetting to save earlier, and so I don't really want to load an old save and end up doing Downtown three times in a row.

Did you already go to Tin Can Bill? If not, he is in the alley across from the Last Round and you should probably be able to continue the quest from there.

I'm an idiot, I didn't realize that I could go through the fence at the end of the alley.
