Leah, that's it. I don't think he has a name though and Lasombra is the name of his clan.
This is indeed restored content and because even Brian Mitsoda could only remember that it was connected to a main NPC (Beckett) and included a Sabbat mini boss, I had to improvise the rest. My take on it is that the Lasombra wanted to recruit already existing vampires for the Sabbat. The serial killer seemed like a perfect choice so of course he was there, but then the player interrupted whatever he was planning. The guy doing the front door service for Bishop Vick was another likely candidate and he got him turned. The ritual at the coffin was only some kind of test, like would the new guy be willing to take the life of an innocent fellow vampire. Beckett was only worried about the library and the books ;)...
Ahhh, I see. So you made that all up? That's really good! It was a bit confusing in the game but your explanation here is perfect. Did you talk to Brian Mitsoda about the game? And side note but did you like Dead State? I thought it was pretty neat, not Bloodlines good but not bad at all.
Yes, I made that up :). And I had hoped that the info in Scott's laptop would explain it a bit!
Yes, I wrote some emails to him about this quest and other things, like the Chateau Hotel.

That's cool you talked to him. Would be interesting actually to see what he had to say about stuff you asked him. He's a super talent for Bloodlines alone. And the info in the emails you wrote definitely helped. The part that confused me was why the Lasombra acted like we met. I didn't realize he was the guy at the Salvage shop. Now I get it, lol. Good stuff! Thanks for restoring the content and patching up a great game!
I mentioned some of it in the patch readme in the chapters about the new maps:
Brian Mitsoda was asked via email on 18.10.2011 about the library, he replied: "The library design never even made it into an alpha stage. It was discussed, part of the level was built, but there was never any finalized quest plans or layout. There was some idea of it being a side quest connected to one of the major characters and the Sabbat, but it never really got beyond that. There was also some discussion of an optional boss there, but that was never designed fully. My memory fails me on a lot of the finer details since it was never a major focus of design." So the rest had to be improvised.
Brian Mitsoda wrote that "The Chateau was probably built for an earlier build, but was dropped as a location in the game before I came on board."
