I've never ratted Strauss so I know that's not it. Maybe I've just played the game so many times I just started making assumptions.
There's no guarantee someone will find the book. It's entirely possible for someone to glance through the doorway, see nothing, and move on. It's entirely possible for someone to find the book and not make the connection when Isaac presents the quest. It's entirely possible to get the gargoyle quest before meeting Strauss. You're making assumptions.
That's what makes Bloodlines great in my opinion. Not all the hand-holding of modern games!
Fixed that for ya :)
I then load a save prior to picking up the quest. I went back to the chantry and got that book. The quest log quite directly suggests paying Strauss a visit.
So, it's all about finding that book.
In regard to a previous post by me, I also tried talking to Isaac to see if anything would trigger a memory as to why I thought he said something about the Tremere. Nothing. I think I just played the game so much and so I started thinking he said something about the Tremere because of the quest log, mixing things up in my head.
