The Nossies I think were modeled as they are to show off their hideousness. In the lore of the VtM game, many do wear things exactly like you said, or they wander around using Obfuscate at high enough levels so no one sees them anyway. However, they do live in the sewers and other hidden places precisely because the Clan is very insular and mostly keeps to itself on a day to day basis, but they are also the information brokers and spies of the VtM world, another reason to hide away.
Also, while Bloodlines doesn't reflect this 100%, some Nosferatu are horribly disfigured more than just people like Bertram Tung or Golden Gary or the player. There are some that aren't just ugly but physically deformed and mutated to the point where even wearing concealing clothing would make people stare like "What...is that? Is that a person? Holy crap."
And the Nosferatu, risk of breaking the masquerade would be too high if someone sees their faces... and L.A., no matter if day or night, is about being seen. If someone tries to hide that is suspicious in the world of the rich and beautiful.
