Carnival of Death quest bugged?

I have the note in my quest log that says I should check out the gruesome remains on the pier. But when I go there, there are no police officers and there is no body. It seems like every walkthrough this for quest I read has the body be there, but it's just not for me.

The quest doesn't say it's failed in my log. Is there a way to fix this so I can proceed?

I think you're very early on in the quest, where you have to go in to the Santa Monica parking garage, go to where you would take the Beach Access, and I believe just to the right of that is the gated off part of the pier; there should be at least 2 police talking. Getting close enough to that triggers it. Let me know if that worked for you.

There aren't any police there either. What's weird is when I started the game and went to the pier for the first time, there were police there and on the pier, but I guess for some reason I didn't go and inspect the body (can't remember if it wasn't there or I just didn't go to that spot). But now they're all gone.

There's another part of the pier you can go out on. Go to the beach, then up the left stairs on to the pier, then keep going down the pier (another flight of stairs winding around I believe). Keep going to where it's blocked and you can not go further. I think there is the crime scene.

Yeah, I know that area. There is nothing there. I think I'll just have to wait until next playthrough, anyway.

Maybe you can get around it by doing that bail bonds quest and getting to the part of it where you have to go downtown, listen to the recording, and find out about the the location "across from a bar" which would be the door that is in the alley across from The Last Round, where you find out the Carnival of Death and the bail bond quest overlap?
