For context here is a clip of the sniper kill. I check frame by frame and saw no laser.
It's quite a common problem that simply comes down to being unlucky with the timers. If you want to be safe, you could've just wated for the laser, but on Nightmare you pretty much just run with those moments and pray, that it never happens.
What might help is to reduce his spawn frequency by always having a couple lights off, and then focus on getting the heat detector very fast so that you can switch off every remaining lights to make him attack a little less. Not completely foul proof but greatly reduces the odds.
Also overall don't leave when he didn't attack for a while.
The frequency of Lucas spawning isn't affected by the amounts of lights being on/off. There's just a timer running in the background that gets rerolled everytime he was there (or a shorter one, if he wasn't able to spawn due to another threat). On normal it takes 385 - 730 seconds for him to come back after he tried to kill you the last time and since the window is so big, it might sometimes be better to simply take the risk instead of potentially wasting several minutes to waste for him (especially on nightmare you've not really that much room to not do anything for a while)
The only thing that lights being off do is to have the laser despawn faster.
