Now here's the really fun bit: You can't cheat.
There are no built-in cheats. Any external cheat, be it by save editing or memory hacking is closed off through various means. When people started editing saves, they went and encrypted them. When people started using CheatEngine or similar memory editors...they hid the relevant values so you can't isolate them. There is no way to get past their stupid 'start mission 500 times until you hit the one where you get lucky and survive beyond the 5-minute mark' ♥♥♥♥♥♥♥♥.
If the Great Shamans are marching out with the first goblin incursion, then this bug is almost certainly the culprit to blame. While it is incredibly frustrating, you can avoid it by limiting your game speed to no more than 1x until you are more established. If you still feel like finishing this last mission, then give it another try with the game speed under tight control. You should find that the strength of goblin raids will ramp up at a much more reasonable pace then.
