Ink Cloud doesn't seem to work properly?

I picked it up, and I only seem to have a two-stage attack, not three-stage. Considering that the third hit of the combo is the entire point of that power-up, this definitely seems like something that needs to be fixed.

The third stage is a wave of ink; didn't notice it at first either. Kinda slow and short-ranged, tbh.
