Module and Addon development.
Modules are stand alone games based on the T-Engine4, like ToME.
Addons are modifications to Modules, like what you currently see on the Steam Workshop.
The ToME wiki has some tips for development, if you need more help the best way is to join the IRC #tome on the Rizon server. As the complete code of ToME is opensource, its a great way to learn, too.
Most of the work goes on in the ToME forum here[forums.te4.org], with just updates being pushed to Steam.
There's a bit of information on creating addons here[te4.org], but the best way is to just grab a similar addon, look at the code, and ask on IRC and the forums. As for a program, any text editor works, but one with lua syntax highlighting (like gedit) is better.
