Towns Shops
Do they ever sell anything aside form tier 1 stuff?
Do they refresh stock?
What good is all this money I have?

Stores only acquire new inventory three times over the course of the whole game:

"Gold" is the currency used in the world of Eyal. In-game, it is a weightless abstraction, represented by a number with two places after the decimal (e.g. 97.52).

Gold is used to buy items, and sometimes skills, from NPC stores. Dwarves also gain a benefit by amassing large amounts of gold, as it drives their Power is Money talent.

Though this is all for the main campaign.

Some towns have higher tier stuff than others, and as was said, they get new inventory at 2 points in the game, and may get unique artifacts sometimes.

Most valuable shop is this one guy in Last Hope. To get it, there's a special event where when traveling the world map when you are over level 6 you'll get a one time prompt to enter a special area. At the bottom there's an assassin lord and a merchant. If you side with the assassin lord you get an unlock, and it's required if you want a certain (not particularly good) prodigy. If you save the merchant and kill the assassin lord, he opens shop in last hope.

In addition to generally having some of the best gear for sale compared to any other shop, later in the game (not sure what point triggers it), you can pay him 4,000 gold for really powerful artifacts.

You choose the item type (any tier 5 item type), and it then generates one with a really high number of bonuses. These items are very likely to be a big upgrade over whatever you find as random loot.
