How do the enemies scale with levels ?
Do enemies level up too, or they remain on their preset level throught the game ?

Lets say that I have 2 situations;

I) I am a lvl 15 rogue going to Daikara
II) I am a lvl 20 rogue going to Daikara

Will my enemies by stronger if I am a higher level ?

AFAIK every area scales to level, but only to certain limit. I don't know what that limit is, though.

What would you recommed when playing a reaver ;

I) Best race for a melee batllecaster ?
II) Should I take the "Rot" tree or not ?

There aren't many updated guides on reaver....

Places have a minimum level, and a maximum, which is usually 10-20 levels higher than the minimum. (I don't think it's the same for each place) That said, things will always be easier if you're at a higher level, because your strength in this game is largely based on the power and versatility of your skills and equipment.

Essentially, and you'll notice this as you play: When you're level 5, a level 30 is scary; when you're level 50, a level 75 is just an meatbag with a few more hit points. So, to answer you're question: Yes, they'll be stronger than they were, but you'll be stronger yet!

Yeah, generally fighting the same type of enemy will be easier if you are both a higher level, after all higher level areas tend to give harder types of enemies in addition to increasing the enemy level.

Depends on your class, difficulty and race. Not everything is easier at higher level! For example low level skeletons have an easier time dealing with patrols/other dangerous scaling enemies than high level. There are some classes that shine at 8, but are weaker at 20 when battling same level random rare.

When playing roguelike, you kinda have to evaluate it yourself. That said - i'm basically never doing Daikara at 20 on Normal difficulty, usually playing races with -30% exp modifier so it's always closer to 15.

Well, patrols and rares scale better than normal and critter rank enemies, since they get so many additional talents at higher levels.

The others have adequately replied to your first questions, so let me try these.

There are a bunch of mele/caster hybrids. Wyrmics, Arcane Blades, Doombringers, Sun Paladins, Oozemancers, to name a few. The latter is extremely easy to play and strong, imho, and does not use any complicated mechanics.

Cannot say much yet about Rot - just started with a Reaver.

Ogre's the best choice for reaver if you have it, since it's tanky and scales excellently into the late game with its infusion use. If not, shalore and yeek are both great choices as well, though they're very squishy until bone shield is unlocked. Pretty much any race can do well as reaver, though.

I've yet to use it myself, but rot seems like a very solid tree since it provides mobility, which reavers sorely need, free debuffs when dealing your primary source of damage, and Worm Rot for getting rid of annoying physical effects like regeneration. I'd say go for it since you're not lacking in class points in any way.
