The item vault allows you to transfer items from one character to another. Technically if you're patient enough to swap back and forth between characters, you only ever need one slot. But I'd imagine it's significantly more convenient to have more slots.
Some people also like to start each run fresh, and only equip what they find in that specific run. Which does provide a more balanced experience imo.
Some people like to use their storage vault as a sort of museum. To dump the best gear they've ever found into and then never touch it again.
Keep in mind that you have to get through a significant portion of the game (at least in the main campaign), in order to even gain access to the vault. There's a potentially nasty boss guarding the door as well. You will not have access to other characters' gear right from the start of a new one.
I don't know much about Voratun Coins, just that you get them from buying/donating stuff.
I do believe it is exactly the same if you buy it from steam or the website. I personally never paid any of it much attention. I bought it all from steam and have no regrets.
Since you gain a vault slot for each 2€ donated, this means you'd gain 5 item vault slots to your account. I personally use the vault as a sort of a museum because the items in it are visible from your profile on te4.org and it's fun to look at odd/bugged/event/etc items so I wouldn't fret too much about available vault space. Lotsa people don't use it at all while others like it (using the vault will also leave a mark on your character sheet so if you look at existing winners, you can see who used it and who didn't but that's just a cosmetic tag, doesn't have any function)
