Early on, just hide behind corners or roll a good regen/shielding infusion. You shouldn't really be dying to casters in first 8 levels.
Few levels in,
1: get some mobility - movement infusion, tumble, heartseeker, Rush boots, anything that will let you get away/close distance as Rogue doesn't have baseline Rush as Shadowblades do.
2: Get status clear! I most often run Physical/Mental Wild.
If playing Undead I usually roll a class that has in-built status clears (Sun paladins ho!). Stun/confusion/daze WILL kill you if you don't have any clear.
If you go stealth route, around levels 15,16 you should be able to have it good enough for casters to miss their nukes at long range.
Rogue's strongest nuke is Exploit Weakness + Flurry, you'll deal absurd amount of damage with attacks after Exploit Weakness.
To inflict debuff, use Dirty Fighting first. It makes your debuff less likely to be shrugged.
Keep Numbing Poison and Crippling Poison active. Constant damage reduction and talent failure are pretty good to keep dangerous rares helpless.
I can write more, but I'll keep it few for now. Rogue is pretty complex.
