Not all games on steam have that feature either.
People were losing their saves and stuff... and the dev could do nothing
so they were just telling us to keep it off.
They probably endup with removing it totally.
Seems Steam should download them automatically upon installation. Though, the topic is a bit old, maybe there's another method, but I didn't find it.
Also, that thread specifically notes that if you exit the game at any point, your files might be overriden. So they might already me unavaiable at this point :/, but we can't know for sure.
I remember sometimes Steam can find conflicting save data when the cloud files suddenly differ from the local files. It will tell you so and ask which ones to keep in cloud storage. Maybe if you try playing the game offline, make some saves, so when you open Steam again it would find the conflict. However, since cloud saving isn't enabled anymore, that probably won't work. If you want to try that, just don't exit the game with Steam up, as this will probably override the cloud saves with the ones you just made. Or maybe not since cloud saving is disabled. I don't know what would really happen.
However, I'd gamble on your best bet being asking for help from one of the moderators/developers etc. You can go into http://te4.org, look at your profile there, and your characters will probably still be counted as alive there. Maybe, if they can somehow recreate the save files or something, (since a lot of character details are stored there, they might be able to, I dunno), you can ask for one of the mods to re-create a save based on your character's online profile, and send it back to you, if it's possible that is.
Edit: Meh, I really missed out some important info in that topic. There's a folder inside the Steam folder that locally stores cloud saves. Try going to Steam/userdata/<your id here>/259680 (ToME's steam id)/remote. This seems to be the folder they get stored at. I don't know if it will work, but I found some REALLY old save files of my own there. If you used to play in the same computer, they might still be there, because they wouldn't be overwritten by cloud saving since it's disabled now.
