Here are best settings for AMD Catalyst Control Center for this game-steady 60 fps.
After a lot of tweaking, I finally got excellent frame rates happening for this game. Here are my Catalyst Control Center settings for this game. Just make a custom applications settings profile and use these settings.

AA Mode: Use application settings (Enhance reduces fps a lot)
AA Samples: Use application settings
Filter: Edge-detect
AA Method: Adaptive multisampling (Supersampling reduces fps a lot- 2nd biggest fps hit)
Morphological Filtering: On
Anisotropic Filtering Mode: Use application settings
Anisotropic Filtering Level: Use application settings
Texture Filtering Quality: High quality
Surface Format Optimization: On
Wait for Vertical Refresh: Off, unless application specifies
OpenGL Triple Buffering: On
Tessellation Mode: AMD optimized
Maximum Tessellation Level: AMD optimized
Frame Pacing: On
AMD CrossFireX Mode: Disabled (Huge fps hit-cuts fps in half because of typical AMD negative scaling with crossfire issue) This only applies if you have a multi GPU video card or 2 or more video cards. I have 2 6990's which is 4 total gpu's.

In game settings I have are FSAA: 8(quality) and SSAO off, everything else on. Setting SSAO only drops my frame rate by 10, so experiment with it if you like.

I hope this may help any other AMD gpu users with this excellent game.

For most other games, you should have AA Method to Supersampling and AMD CrossFireX Mode to Default (if you have a multi GPU video card or 2 or more video cards). These two changes are for this game only. AMD Crossfire mode to Default is especially important, so your multi gpu's are all working.

You do not need to reboot your computer, CCC handles all the above tweaks, just remember to click APPLY in CCC when you make changes.

First of all, thank you OP.
I'm adding a bit of personal knowledge; if your card is a bit 'old' like mine was before it busted into hellish flames, setting the tessellation and max tessellation to AMD optimized caused me a lot of troubles color wise on non-AMD optimized games (ie. Payday 2 menus were gray and the average in game colors were disgustingly dull, and no matter how many hours i spent googling that ♥♥♥♥, i found no answers whatsoever. Found the fix by experimenting with settings.)

No idea, I don't play csgo. Try default settings; check fps then try settings in op; check fps.

I no longer use AMD graphics card, switched to Nvidia. The only help I can give you is in the oringinal, first post.
