Adults don't whale that hard that the game can support itself off them, that's why there are only two (2) gacha games rated PEGI16 in the market right now (Blue Archive and Azure Lane). It's better to cater to minors with sexual innuendos here and there rather than going ham on adults. If you're making a FREE gacha game you're aiming at children to begin with, nowadays everyone has the option to pay 10€ for skins and such, hell, most gacha games have monthly subscriptions starting at 5€.

AL is actually PEGI 12. Also both of those games do not follow the same business model as they are way more player friendly than Atelier Resleriana is.
Children don't have credit cards, teenagers do and with an usually very limited allowance that they would rather spend with their friends unlike working adults who have much more money at their disposal. Both children and teenagers also have to beg their parents to buy them a smartphone in the first place.

You also clearly don't understand how these games works, they are free to play because whales need easy targets to prey on to justify the money they spent.
