Report a translation problem
My theory on this is that the first customer is not properly following his 12 hour stay and that he gets his 12 hour window to trigger when you accomplish one of the tutorial tasks that are set out for you....
So if you are slow about doing those tasks they give you the longer he or she clogs up that room.... (anyway that's my hunch)
Also closing the motel doesn't make your guests leave it only keep new people from showing up to rent rooms....
