I get this message:

This thing happened i think after i changed my hard disk.

right click on the game in steam-manage-browse local files-select CRT folder- right click file vcredist_x86-run as admin and install. This solved my problem on windows 10. hope this helps someone.

Same issue here with a fresh install of this game.
I have not seen the reply of jmpierro before, so I've googled the error.
And indeed installing "Microsoft Visual C++ 2008 Service Pack 1 x86" solved the issue. You can get it from here (at the time of this comment):
