Err, there are mod with warhammer nations included, which have also dark elves. But not D&D/ Salvatore Drows, if you wanted them.

Vanir are often jokingly called elves by the community and Helheim are a nation of Vanir with affinity to death magic, making them the closest thing vanilla has to "dark elves".

Too bad, Vanir sound more like a dwarven race to me.
Warhammer (or any other) ones would be okay for an RPG I guess where you just have your character and want a "look alike" Drow but I feel in a strategy game (especially a 4X) it would be nice to actually have the whole culture and social aspects of a race coming into it as well.

Probably hard to work out with the game mechanics and rules though, still sad. :/

I think agartha has similarities to drow.

They live undergroud in caves and have pale skin etc.

They're also a nation of chubby myopics with a penchant for deep-sea diving. They lack elvish qualities and the malicious matriarchal society in which drows are often portrayed.

I don't think there's much drowness in Agartha once you get past them being pale and beneath the earth. And lots of things in fantasy live underground (and as a result are pale).

Mythologically speaking, Vanir are not elves. Vanir come from Vanheim (one of the nine realms) and are a race of gods similar to the Aesir. The Aesir and Vanir get into a war and afterwards their pantheons are mostly intermixed. Heimdall is Vanir.

Norse elves are the Alfar, their world is Alfheim (another of the nine realms) and it is from them that we get the word elf.

Svartalfheim is yet another of the nine realms and is home to the dark elves. Svart being the Sweedish word for black.

If Norse mythology interests you, I highly recommend 'Heroine's Quest' a free RPG/adventure hybrid here on steam in the style of the old Quest for Glory games, it is heavily steeped in norse mythology, particularly the Poetic Edda.

There are "Elves" for the norse nation: The Svartalfs and the Alfs (Dwarves) are mages for both Helheim and Vanheim respectively. There are also the Irish Tuatha and Sidhe, which are pretty much elves.
The Vanir in Dominions are called elves by the playerbase because their old Dom3 description of being an elven (aka magic) race of fair, tall and long-lived superior beings.

Not elves and closer to Warhammer Dark Elves but you might give Sauromatia a spin. A nation of female warrior focussed on bow and cavalry led by priestesses and queens. Their best archers favor poison and some of their more expensive riders mount lizards and reptiles. OF course more in a Warhammer theme they're also led by a cult of Witch Kings, males obviously. But those are just a splinter tribe dedicated to cannibalism. Then you got Hydra, undead, ancestor ghosts and male 'mages' with a lower social standing then women.
