Does the Gem Generator ability work?

I have been playing around with different pretender builds and came across the gem generator ability on a great enchantress, but after playing a bit of a sample game it didn't seem to work, I was only generating the gems that I had magic sites for and I didn't seem to have a command I could give my pretender to make gems. Am I missing something?

Gemgen units automatically create a predetermined type and number of gems every turn into their gem inventory. Start a game with any (like the great enchantress), press end turn and observe how they have a single pearl in their inventory.
