I'd say roughly in that order of importance for relevent nations considering both how early they come out and their potency once they do(though don't read too much into the lower half's order as it's really hard to compare fire in a bottle which is essentially an early game booster for nations with lots of F1s with a late game big gem global).
And yeah, Eternal Pyre and water lens are definitely very good, I agonized a bit over whether to include them- but I feel there's a significant gap between them and the ones I listed, so when trying to make an "essentials," list I would choose to cut them to highlight that gap.
