To find all the items that provide reinvigoration you can go into the mod inspector and click "advanced" under the search box, then type "reinvigoration" in the Property (key) field.

Relief lowers fatigue by a random amount every turn, I've seen 1 + DRN - DRN suggested (it can't increase fatigue though),
Soul Vortex lowers fatigue by damaging units around the mage (including friendly ones). There are other ways to lower your fatigue by damaging units too - such as Soul Drain.
The Reinvigoration spell - amusingly enough - doesn't use the reinvigoration mechanic, but lowers fatigue instantly.
There are national spells that do the same, but with smaller amounts of fatigue and sometimes ability to target things other than the caster.
For example Jomon's Meditation Sign (15 fatigue only, maybe + DRN, still caster only, but holy/water magic rather than blood) and TNN/Man/Eriu's song of soothing (only -5 fatigue, but N1 to cast and a large area)
EDIT: I think Xibalba has a spell that gives true reinvigoration to a single unit. It's a small amount however, lower than what you get from Earthpower.
