It works always, I believe. But if you have "Corpse" counter (that usually here after major battle or epidemy), it will be more.

where can i see that? in the province description?

You need priest with the ability to reanimate dead on the province to see the counter that is next to supply, the corpses are needed for souless, ghouls use population. Longdead doesnt need corpses

Yes, it will be in the province description. (If there is nothing, it means "no fresh corpses").

You need a mage with 1 or more levels of Death magic to see the amount of unburies corpses on the map. Just select the province, same windows as where you check province income and levels of PD.
Soulless and Carrion Reanimation use Corpses. Ghouls indeed kill population and none can't be made without their prerequisits. Longdead can always be made and require nothing, just time.
