Ive tried forging items while having it equipped but it doesnt make any difference to the item result. How is ti used?

It reduces the gem cost of the item in question by 2.

Also, IIRC, the Dwarven Hammer redeems the gems back to you on the following turn - that is, if forging a 10-gem item while equipped with the Hammer, you still have to pay 10 gems, but you receive the 2 gem "credit" at the beginning of the next turn.

That's not accurate DasaKamov. If you order a 10 gem item and then put the hammer on, I don't think it will change it to 8, however if you re-order the item with the hammer on you'll see it only takes 8 gems. I've tested this extensively (usually by accident) by ordering an item without looking at my gems, and then putting the hammer on and being able to afford it.
