Also what I saw is that the game evaluates your stats unprecisely. If you have the same army and troup count as an enemy army, the game tends to call it equal in strenght, while you still have for example 10 attack and 10 defense, so if same units duel, your unit deals 50% more dmg and takes 50% less dmg from opponent troop.
In conclusion, a good mix of both is good. When joining a new region, most enemys will appear as "strong", "equal in strenght" or even "deadly", but after taking the flags and doing 1 lvl up on leadership, you should be able to handle the your current region.
+1 attack is nothing compared to +500 leadership the leadership is far more valuable.
It does not, it's fixed, doesn't scale.
